The Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse, or simply "Clearinghouse," is a secure online database operated by the U.S. Department of Transportation (DOT) that provides employers, drivers, and other authorized users with real-time information on violations of the Alcohol and Drug Program by drivers holding CDL and CLP licenses. What is the FMCSA Clearinghouse?

The FMCSA Clearinghouse is a secure online database operated by the United States Department of Transportation (DOT). Its main function is to provide real-time information on violations of the Alcohol and Drug Program by drivers holding commercial driver's licenses (CDL) and commercial learner's permits (CLP). This tool, which came into effect on January 6, 2020, has become an essential resource for efficiently monitoring compliance with safety regulations by commercial drivers.

FMCSA Clearinghouse Obligations:

The Clearinghouse imposes a series of obligations on both drivers and employers in the realm of commercial transportation:

Driver Obligations Regarding the Clearinghouse:

  • Drivers must provide consent to employers to publish and access details of violations of the Alcohol and Drug Program.

  • Choose a Substance Abuse Professional (SAP) if they have pending issues related to violations of the Alcohol and Drug Program.

  • Review their information and initiate a review process of the information in the database. If a driver fails to complete this registration and provide consent, they cannot operate a commercial vehicle and must be removed from their position.

Employer Obligations Regarding the Clearinghouse:


  • Report violations of the Alcohol and Drug Program by their drivers (positive drug and alcohol test results, as well as refusals to test). Reports must be made within 2 business days.

  • Conduct queries on drivers they intend to hire to check for violations or pending processes.

  • Perform at least 1 annual query for all drivers affiliated with the company.

  • Verify their information in the system. If they have a USDOT number, the system will take the information registered in their systems.

  • Designate their consortium or a Substance Abuse Professional (SAP) administrator (they can perform all the actions described above).

  • Invite users from their company who will use the system on their behalf.

  • Choose and purchase a query plan.
